Traffic exchanges are okay provided it is only a percentage of your traffic not 100% or google may think your site is spam.

Yes they do, but google does not recommend using third-party tools or services to increase site traffic because they may lead to invalid clicks or impressions and your account could be banned.
This services may help advertise your site, but knowing the basics of SEO and following the guidelines is much safer and effective in the long run than applying third-party services.
